パリ協定から、米国が抜けては、駄目
 From the Paris Agreement, if the United States is missing

2016年11月の時点で、192ヶ国と欧州連合（EU）は、本協定を締結した。
これらの当事者の111ヶ国は、批准または協定に加盟している。
特に締約国のうち111団体が協定を締結しており、特に中国、米国、
インドは加盟国全体の約3割の温室効果ガス排出量（約５０．３％）
中国（２７．３％）、米国（１６．４％）インド（６．６％）
ロシア（４．４％）日本（３．６％）、ドイツ（２．２％）
韓国、イラン、サウジアラビア、インドネシア（１．９％）

以上のデータを見ると、ワースト３で、世界の半分の温室効果ガスを
排出している。
これらの国々の、削減効果が、世界の環境改善のために非常に
重要である事がわかる。
 トランプ大統領は、温室効果ガスは、でっち上げであり、
それよりも、米国の石油、石炭の労働者の雇用を促進した方が
良いと、言っていた。

何と、近視眼的なものの見方であろうか。
4年という、短い大統領任期よりも、子ども、孫の世代に、
より良い、環境を残すことの方が、絶対に必要なことだ。

クリーン・パワー・プランはオバマ政権下の２０１５年に米環境保護局
（ＥＰＡ）が発表。
排出量が多い石炭火力を、ガス火力や再生可能エネルギーに
切り替えることなどを求めた。
温室効果ガスを２５年までに０５年比で２６～２８％削減する米国の
目標は、同プランによる発電部門の排出削減を前提にしている。

私は、１９７０年代の学生時代に、京浜工業地帯の真ん中、
つまり、日本の公害の中心地で、アルバイトをしていた。

朝、出勤後、２枚のマスクをもらい、マスクをしながら資材の運搬を
していた。昼食後に、マスクを取り替え、また、作業に入る。
仕事を終えると、お風呂に入り、自宅に帰る。
半日で、マスクは、真っ黒になり、内側まで黒ずんでいた。
お風呂では、使っていた、タオルが、黒くなったのを、よく覚えている。
海岸沿いを、駅まで、帰ってくるのだが、海が、ドブのような、
悪臭が漂っていた。たぶん、ヘドロが、堆積していたのであろう。

休日に、山下公園や、横浜の海に出かけても、あの悪臭で、
たまらなかった。　 

それが、最近では、海の透明度も改善されて、
潮の心地よい臭いが、よみがえった。
この４０年で、公害を完全に克服したのである。
自然の回復力と、横浜市民の環境改善の努力
（実際に、海の掃除や、いろんな政策をとっていた。）
で再生したのです。

環境破壊は、すぐ起きるが、それを改善するには、その数倍の時間と、
人間の英知と、環境改善の努力が必要となります。
 そのため、環境破壊しないようにした方が、トータルとしては、
非常に合理的である。
 トランプ大統領の好きな、経済合理性にかなっているのです。

急いで、目先の利益をとるよりも、ゆっくりと、長い時間かけてでも、
環境破壊をしないように、経済発展をめざした方が、最終的には、
「アメリカン・ファースト」になるんですよ。

５話：生糸の活況相場の終わり

  　 その年 、なぜ か 、 生糸相場も、もう終わりかなと感じて亀屋を退職し退職金も千円いただき亀屋を後にした。その時、１８歳で気立ての良くて綺麗な同じ八王子出身の貧農の娘、内田衣子と仲良くなって亀屋を一緒に退職した。   　 退職当時、安田亀吉は約１万円 「現在の価値で、 ５５００万円 」 の大金持ちになっていて 、 橫浜の貸家を借りて２人で暮らすようになり商売を始め、タバコを 商売を始めて、 金物か ら、 書物、衣類、多くの製品を商う様になった。   　 その他に、生糸の商売をしている時に、知り合ったフランクリン 商事 のジェームズ加藤という日系人と親しくなり、ガム、チョコレート、ウイスキー、ブランデー、ワインの他、舶来のお菓子、雑貨も取り扱うようにな り 商売も繁盛した。   　 そうして３年後、安田亀吉５０歳、衣子２１歳で男の子を授かり１８９４年５月１５日、安田勝一が生まれた。安田 商事 での儲けは借家、店の賃料と不自由なく食べられる程度で資産を増やすほどでもなかった。   　 それから 、 約２年後の１８９６年３月１９日 、 次男、安田勝二が生まれ 、 ４人家族になった。そして明治３２ 「 １８９９ 」 年、後事を富太郎に託して７２歳で世を去った。   　 亀屋 、 原 商事 の実質的二代目となった富太郎は、生糸売込業のほか、明治３３ 「 １９００ 」 年には絹物輸出業を兼営して、原 商事 を「原合名会社」に改組する。翌 、明治 ３４ 「 １９０１年 」 には 、 生糸輸出業を始める。   　 そして明治３５ 「 １９０２年 」 ９月には三井家が経営していた、富岡製糸場・名古屋製糸場・大島製糸場「栃木」・三重製糸場を引き継いだ。富太郎が製糸家として生きた２０世紀前半は、日本製糸業にとって、波乱に満ちた時代であった。   　 アメリカ向け輸出の比重を高めつつ成長をとげた日本製糸業は、人造絹糸レーヨンの実用化にともない、もっとも低廉な原料糸供給先である洋服の裏地や織物の縦糸からしめだされる。こ れ を背景に１９００～１０年代には 、 在来の手工業によって生み出される座繰糸が輸出品として適合しなくな った。   　そのため、 日本の生糸相場の活況も完全に終わりを告げた。１９...
